Leeds City Council blunder: 1,600 penalties for littering sent out with legislation 'misprint'
Leeds City Council has been handing out penalties for littering containing the wrong name of a piece of legislation.
Dropping or leaving litter is a criminal offence under the 1990 Environmental Protection Act.
